British MPs press Malawi to end dispute with IMF, World Bank

LILONGWE (Reuters) - Malawi's President Bingu wa Mutharika should end a dispute with the World Bank and IMF to bring the country back from a worsening economic crisis, a visiting team of politicians from Britain, Malawi's biggest aid donor, said on Wednesday.

Mutharika, a former World Bank economist, last week snubbed a World Bank mission and has publicly denounced an International Monetary Fund package.

The southern African nation has a $121 million hole in its current budget due to the suspension of an IMF loan programme, while Britain and some other countries have frozen aid due to concern about Mutharika's increasingly tight grip on power in the impoverished country.

"Our main concern is the problems facing the people here, problems of fuel shortages, problems of foreign exchange and it's really aggravating poverty," Liberal Democrat Malcolm Bruce said after meeting Mutharika.

"We told the President that there is a role for the World Bank and IMF to help resolve the ongoing economic challenges and what we hoped for was for Malawi to reach a compact, collective agreement to set things on track," he said.

Bruce was leading a delegation of six members of parliament on a visit to address development challenges in the former British colony.

Rising social tension in Malawi, which has one of the world's highest HIV/AIDS burdens, led to unprecedented nationwide demonstrations last July in which 20 people were killed in a crackdown by security forces.

The country's $79 million, three-year loan programme with the International Monetary Fund is on hold due to disagreements between Lilongwe and the lender over Mutharika's handling of the economy.

Britain has frozen $550 million in aid to the country since Malawi expelled London's top envoy last year for referring to Mutharika as "autocratic and intolerant to criticism" in a leaked cable.

PROTESTS PLANNED

A loose alliance of Malawi opposition groups has threatened to stage nationwide protests if Mutharika does not come clean on the sources of his personal wealth, and mend relations with Britain, by the end of March.

About 2,000 people gathered in and around a hall in the commercial capital of Blantyre on Wednesday, to hear religious leaders and rights activists discuss political and economic change under heavy police watch.

Mutharika has accused Western donors of funding the opposition protest movement.

Foreign aid has accounted for 40 percent of Malawi's state budget, but much of the aid has been suspended since the row with Britain and the violent suppression of protesters last July.

Bruce said the delegation discussed with Mutharika the possible restoration of ties between the countries.

"The President told us that he is committed to having the diplomatic relations normalised because of the historical importance that there is between the two peoples," Bruce said.

Malawi's economy has seen GDP growth averaging 7.4 percent in recent year thanks to bumper maize harvests as a result of the implementation of farm subsidies, which started in 2005. But life has become increasingly difficult in the past year due to shortages of fuel, medicine and foreign currency.

A Delta jet rolled off a taxiway and into an embankment at the Hartsfield-Jackson Atlanta International Airport Tuesday morning. TODAY's Natalie Morales reports.

ATLANTA -- No one was injured when a Delta plane rolled off a taxiway and into an embankment at Hartsfield-Jackson Atlanta International Airport Tuesday morning.

Two Delta maintenance workers were testing the engines on the 737 aircraft shortly after 5 a.m. when the brakes failed and the plane began to move, according to Delta spokesman Eric Torgenson.

No passengers were aboard the plane when it left Taxiway E and crashed into the embankment. The plane sustained damage, but the extent of it is not yet known, Torgenson said.

A runway adjacent to Taxiway E is closed while crews work to move the plane.

According to the FAA, the incident has had no impact on operations at Hartsfield although it may do so later when Delta tries to recover the plane.

A consumer coalition dedicated to health care reform has filed lawsuits against eight major pharmaceutical companies, claiming their popular coupon programs for brand-name prescription drugs are illegal. The coalition is seeking class-action status in its commercial litigation on behalf of insurance plans that could make up more than 60 percent of the U.S. healthcare market.

The group alleges that the drug coupons claim to save patients money on high-priced brand-name drugs, but actually increase health care costs by driving up consumers' health care premiums and causing them to reach their benefit caps more quickly. The lawsuit also says the drugmakers are violating federal bribery laws by hiding information about the payments from health insurance plans.

For years insurance plans and other prescription benefit programs have used tiered co-payment plans to encourage patients to use generic and lower-cost "preferred" brand-name drugs. They may now turn to more restrictive contracts and those that require prior authorization before using brand-name drug coupons. The coupons usually offer either a set amount off a patient's co-payment for a brand-name drug, or reduce the co-payment to the level of a generic drug, which typically costs around $10. Because brand name drugs are significantly more expensive, the subsidy can amount to up to $500 a month.

When a brand-name drug's patent expires, generic equivalents enter the market at a much lower price, gobbling up much of a drug's revenue. Pharmaceutical companies attempt to retain their customers using the brand-name drugs by offering them coupons. But employers and other prescription plan sponsors cover the bulk of a prescription drug's cost.

The plaintiffs are four union health insurance plans, all of which claim to be struggling to cover high drug costs. "By combining direct-to-consumer marketing and supermarket 'coupon clipping,' pharmaceutical companies are steering consumers to higher-priced drugs in the pursuit of greater profits," said one of the plaintiffs.

According to a November report by the Pharmaceutical Care Management Association, co-pay coupons could increase prescription drug costs for businesses, unions and other plan sponsors by some $32 billion over the next decade.

The lawsuits are aiming for a ruling that declares the co-payment subsidies illegal and orders the defendants to stop offering the coupons. They also seek damages for the extra payment for the brand-name drug over the cost of a generic, and triple damages for the whole class as allowed under federal anti-trust law.

Iron-rich fragments from an ancient impact could explain puzzling magnetic fields measured in various places on the moon.

The magnetic anomalies are perplexing because unlike metallic minerals deposited by an asteroid, normal lunar rocks cannot record a magnetic field. ?Those things are really non-magnetic,? says Ian Garrick-Bethell, a planetary scientist at the University of California, Santa Cruz. ?The puzzle has been, how do you form these anomalies ? how do you get anything that?s that magnetic??

Perhaps, scientists report in the March 9 Science, the magnetic material arrived billions of years ago when a huge object rocked the moon, digging a hole in the farside and splashing debris across the surface. The impact formed the South Pole-Aitken basin, perhaps the largest impact crater in the solar system. Most of the anomalies are next to the mammoth crater, but scientists hadn?t linked the locations until now.

The basin averages about 2,200 kilometers in diameter ? or roughly 10 times as big as the crater left by the dino-killing asteroid slammed into Earth 65 million years ago. ?You definitely would not have wanted to be standing on the surface of the moon at that point,? says study coauthor Mark Wieczorek, a planetary geophysicist at the Institute of Earth Physics of Paris.

Wieczorek and colleagues used magnetic and topographic maps to identify the association. Simulating the collision then showed where easily magnetized debris might have landed. ?The moon should?ve been basically contaminated with magnetic material from this thing,? says study coauthor Benjamin Weiss, a planetary scientist at MIT. ?Throw a little bit of meteorite fairy dust in there, and it can really basically control where the magnetic fields are recorded.?

Generating magnetized patches without the fairy dust is tricky. Fields as strong as those observed would require deposits of farside lunar rocks more than 100 kilometers thick. ?That?s thicker than the crust of the moon itself,? Wieczorek says.

But simulating the footprints left behind by plausible impactors matched the observations. Iron-containing minerals would have accumulated at the northern ridge of the crater, and maybe even splattered the moon?s nearside, explaining some of the anomalies observed there. As the rocks cooled, they stored within them a record of the young moon?s magnetic field. ?Here?s a model that explains not only the magnetic anomalies near the crater, but also potentially a lot of the anomalies all over the moon, which people have really struggled with,? says Garrick-Bethell.

Lon Hood, a planetary scientist at the University of Arizona, has also considered how nonlunar materials might be responsible for anomalous observations. He points to six large craters, younger than the South Pole-Aitken basin, that may have generated magnetic fields directly opposite the point of impact. Hood says his hypothesis and this new idea could fit together, if the South Pole impact provided material that could record magnetic fields from later impacts. ?The fields are enhanced,? he says. ?They?re stronger than they might have been.?

US-born Brit hurdler Tiffany Porter under fire

ISTANBUL (AP) ? Although singing "God Save the Queen" is not her specialty, motivational speaking seems to come easy to American-born British hurdler Tiffany Porter.

The 24-year-old Porter was named captain of the British track and field team at the world indoor championships and soon faced questions about her nationality, including whether she knew the first few lines to the British national anthem.

"I do know the first ... I know the whole part of 'God Save the Queen,'" said Porter, who has a British mother and a Nigerian father but was born and raised in Michigan.

"I'm not known for my singing ability," she added before turning down a request to break into song. "I don't think that's necessary."

Several of Porter's teammates came to her defense Friday, the opening day of the world indoors at the Atakoy Arena, and praised the team talk she gave before the meet.

"Great motivational speech last night by Tiffany Porter. She's a great team captain," middle-distance runner Lewis Moses said. "She's been getting a bit of stick, but she got us up for it last night and I want to say well done to her."

Helen Clitheroe, the British captain at the last world indoors two years ago in Doha, also enjoyed Porter's talk.

"She gave a brilliant team speech last night and inspired us all," said Clitheroe, another distance runner. "I'm pretty sure if you asked the majority of the team they wouldn't know the words to the national anthem ? I do ? but it's not a requirement to be our team captain, it's about someone who you can look up to, follow and inspire us, and Tiffany's that person."

Porter, who has had a British passport since she was a baby, and some of her teammates have been labeled "Plastic Brits" because they were born abroad. But one of Britain's best hopes for a gold medal at the London Olympics is another foreign-born athlete, Mo Farah.

The distance runner was born in Somalia but has become a star in Britain after winning the 5,000-10,000 double at the European Championships and following that with a world title in the 5,000 last year in South Korea.

"I don't think that question was acceptable. I think it was out of order," Farah told the Daily Telegraph, referring to the question about whether Porter knew the national anthem. "Tiffany's a great athlete and she has come here to do well and represent her country. As an athlete, you don't want to be answering questions like that."

Another of the so-called "Plastic Brits" is Yamile Aldama, a Cuban-born triple jumper who has also competed for Sudan.

"It's disappointing. She's the captain, she's a good athlete and we're going to do well," Aldama said. "It doesn't matter what people say."

Tip 1: Set out your desires. When you confront an aging parent about money, parents can often feel cornered or accused, causing them to shut down or be defensive. Take some time to sit down and reflect on why you want to talk about finances and what your concerns are about your parents. Write these down so you can later bring them up and couch the discussion in terms of your concern.

Tip 2: Ask, don?t order. The loss of independence that elderly people face is often more daunting than any medical condition or other change in lifestyle. When you bring up financial concerns, it?s important to raise them as questions and not appear as if you are giving parents an order or making demands.

Tip 3: Recognize the parent?s feelings. Often, a simple phrase such as ?it must be difficult to think that you have to rely on your children after so many years of looking after us? can establish empathy and sympathy with your parent.? The 31-year-old Australian is trying to cut back on the traveling, and putting more emphasis on valuable time practicing. That explains why Thursday in the Cadillac Championship was only his sixth round of the year.

And the Masters is only a month away.

Faced with demanding conditions ? which at the Blue Monster means big wind ? Scott did a superb job of keeping his tee shots in the fairway to set up birdies. Then, it was a matter of hanging on for a 6-under 66 to share the lead with Jason Dufner.

"When you're in the fairway on a day like today, you get a chance to hit it somewhere near the hole, give yourself an opportunity," Scott said. "If you're in the rough, it's very hard to even just hit the green, let alone give yourself a chance. I took advantage of the good shots early on, and then battled my way in from there."

It was an admirable effort for anyone, let alone a guy in only his third tournament.

The wind was fierce and relentless and capable of ruining any round at any moment. Steve Stricker was tied for the lead until making three bogeys over his last six holes. It was even worse for Sergio Garcia, who was one shot out of the lead when he walked off the 12th green and signed for a 75 ? five bogeys, and then two balls in the water on the 18th for a triple bogey.

It was a battle all day for Rory McIlroy in his first event as No. 1 in the world. He twice flirted with the water, had a three-putt bogey and wound up with a 73.

Tiger Woods wasn't much better. He began his round with a tap-in eagle on the par-5 first hole, but narrowly missed the fairways and had a tough time figuring out the wind and whether the ball would jump out of the rough. Woods badly misjudged the line of his chip on the 18th hole and closed with a bogey for a 72.

Scott attributes his play to being fresh, as well as hungry to compete.

"Look, there's no secret," Scott said. "I played a lot of tournaments all around the world for like 10 years. That takes it tolls. So I just do what feels best for me. I'm out here with the goal to be the best player I can be and get the most out of my game.

"This balance between and practice and being able to come out ... if you starve a guy of playing a little bit, he'll be desperate to compete. He'll find a way to get in the mix, you know what I mean? Just starve me a little bit and I'll find my way into contention."

Dufner made bogey on the 18th, but that was the middle of his round. He took advantage of the downwind holes on the front side with birdies, then holed a birdie putt from just inside 30 feet on the fourth. He closed out his round with a 7-iron to about a foot.

"A lot easier to finish on nine than 18," Dufner said.

Scott also finished on the par-3 ninth hole. He was hitting the ball so well in the early part of his round that when someone asked him how caddie Steve Williams helped him, Scott smiled and said, "He just got out of my way today. I didn't ask too much of Steve out there today. I just aimed down the middle and hit it there."

Scott also had a short eagle putt on No. 1, and twice made solid par saves. His lone bogey came from a bunker on the sixth hole, where he missed a 4-foot par putt.

Only a dozen players managed to break 70, and a dozen more broke par. The average score was 72.7, and no hole was more terrifying that the par-4 18th, which was 471 yards dead into the wind, water hugging the entire left side of the hole and front of the green.

The average score was 4.74, which was more than three of the par 5s.

"I hit 3-wood into 18, par 4, and 7-iron into the first, which is a par 5," Luke Donald said after a 70. "Just a beast of a hole today."

Masters champion Charl Schwartzel made a par, and his reaction spoke volumes.

"Felt like an eagle," he said. "It's one of those where you just really have to take it on. There's nowhere out. I probably hit my best tee shot of the day down there, a beautiful 5-iron and ran off there with a 4. I'm very happy."

Schwartzel and Thomas Bjorn were at 68, while the group at 69 included Stricker and PGA champion Keegan Bradley.

"The course is playable. You can see it in the scores," Stricker said. "It's still playable, whether we have this kind of wind or not. So it's manageable out there, and you just have to play hard and play well."

Lee Westwood, playing alongside McIlroy and Donald in the traditional 1-2-3 group from the top of the world ranking, had a 76.

McIlroy was coming off a couple of big weeks ? reaching the Match Play Championship final with a chance to go to No. 1, then winning the Honda Classic to get to the top of the ranking, all while Woods fired a 62 at him in the final round.

McIlroy said he was mentally flat.

"It's tough," he said. "When you're working, you've got Arizona and you've got a chance to go to world No. 1, and then Honda, you've got a chance ... then all of a sudden you're there, and you're like, 'What do you do?' I just need to go out and set myself a target tomorrow and try and post a number."

Woods made consecutive eagles, though they were four days apart on different courses. He finished the Honda Classic with an eagle, and started that way at Doral. The rest of the day wasn't that easy.

"It was just a difficult day," Woods said. "The wind was blowing putts around, and it made for a very challenging round."

SAN DIEGO (AP) ? A man arrested after a homemade cannon blasted through his mobile home, killing his girlfriend, "liked to live life on the edge," his brother told a San Diego newspaper.

Richard Fox, 39, was arrested for investigation of exploding a device resulting in death after the Tuesday blast in a mountain community near San Diego, sheriff's Sgt. David Martinez said.

Fox's 38-year-old girlfriend was found dead from shrapnel wounds when authorities arrived at the home.

Richard Fox's brother, Jerry Fox, told U-T San Diego he spoke with his anguished brother by phone moments after the blast.

"I'm sorry. I'm sorry. It should have been me," Jerry Fox said, recounting his brother's words.

Richard Fox shot the cannon after loading it with fireworks powder, Martinez said. He was treated at a hospital for shrapnel wounds to his right leg. Three other adults and a 4-year-old girl who were inside the home escaped injury.

Preliminary evidence suggested Richard Fox was under the influence of alcohol, Martinez said. Investigators had not established a motive or determined if the blast was accidental.

"He gave us his version of the story. We want to corroborate that based on the evidence we find at the scene," Martinez said.

It was unclear if Richard Fox had an attorney.

Richard Fox lived at the home with his girlfriend, whose name was not released, and the 4-year-old girl, who was to be placed with a relative. Martinez declined to identify the three other adults who were inside the home.

The blast occurred in Potrero, a community of about 700 people on the Mexican border, about 40 miles east of San Diego. In 2008, military contractor Blackwater Worldwide pulled plans for training facility there after voters recalled five members of a planning board who supported the project.

John Arnold, a neighbor, told U-T San Diego that Richard Fox worked as a handyman and lived in the home for about six years.

"He liked experimenting with guns, and it looks like this experiment went bad," he told the newspaper.

Sandra Barranon, who lives at the mobile home park, told U-T San Diego that she knew the couple for about 10 years. They were not married, she said.

The woman who died was unemployed, enjoyed doing The New York Times crossword puzzle, and kept the trailer neat and clean, Barranon said.
